Why isn't this already a law?

I have seen too many cars drive by that have a child helplessly sitting in the back seat while their parent and sometimes parents are puffing away on a cigarette. It makes me sick to my stomach and I feel very strongly that there should be a law that protects these innocent children from this. Why isn't there a law against this???!
